For example, if I want to enter Pro network I must have 7 sites done in EE (it does not specific size of sites) but ok, that is a criteria. So, what if I personally did not buy all 7 licences but for example former developer that started the site and gave up?

Owning the licenses is not part of the pro net application. The focus is on knowing you can develop using EE, so go or it.
