Hi ustict,
You’ll need to contact the author of that add-on to get help with this as it’s a 3rd party issue and not a technical support issue as such.

The module is not active anymore at author website. Is there any other multi language module or plugin I can buy?

Since LG Multi Language is not available for 2.3.1 you will likely be required to change your templates to accomodate the approach of whichever add-on you choose to use. Having said that I’ve used Beiber’s Multi Language Support and found it very strait forward.
There are of course other options for multi language you can find by searching on Devot://ee.
