What is the thumbs directory for and why does EE create it?
EE creates ones of these in all my uploads folders and seems to make a duplicate of all my files within it. Also if this directory does not have the correct permission files to not upload.

Yes, EE auto create _thumbs directory.
This will help you can view a small thumbnail image when your images uploaded and help you can manage images simplier, I think so!
