If you are using version 1.7, you can use the Dulee Noted plugin for that.

For version 2, it looks like NSM Publish Hints will do something similar.
But to my knowledge, there isn’t anything built in that allows that functionality.

NSM Publish Hints seems to only do it for custom fields: http://ee-garage.com/nsm-publish-hints/user-guide

NSM Publish Hints gives you a custom field where you put all of your instructions, including any instructions for the Title. Take a look at the screenshot on Devot:ee to see what I mean. It still won’t add instructions to the control panel, directly under the Title field.

You could edit the default entry title with a bit of explanation.
