I followed the instructions to the letter (and this site has almost no add-ons just the sitemap module) and I’m getting a blank screen on the first step of the update process i.e. when viewin http://www.mysite.com/system
Please advise.

Turning on error reporting in index.php gives me the following error when viewing http://www.mysite.com/system:
Parse error: parse error, unexpected T_STRING, expecting T_OLD_FUNCTION or T_FUNCTION or T_VAR or '}' in /www/eh6675/public_html/system/installer/core/Installer_Config.php on line 45#3 / Jan 31, 2011 2:14pm
This server’s php version turns out to be PHP Version 4.3.9, that’s probably causing this I guess?

Yes, blank page installer runs results from this, as others have found.
Here’s a Feature Suggestion you could support, showing this does not affect only new users, to get the (corrected) configuration checker to be run automatically before the installer/updater initiates, so that this kind of thing and others will not occur:
