I recently upgraded to 2.1.2 successfully with no problems. I followed the exact same procedure for 2.1.3, and I’m just about positive I did everything right. The CP is still saying the version is 2.1.2.
Any ideas?

did you clear cache? browser and EE cache?

Yes. All caches was cleared.

well in theory i believe the version number to be held in the main config file.
Therefore, you uploaded this config file with the new files, and when youi ran the EE update it should have updated this file too.
Have you run the update? as per instructions so i assume so
Have youi re-uploaded your config afterwards - reseting it?
was your config set with permissions that might have prevented it from being updated by the script during the update process?
What value is currently displaying in the EE config file?

First off, I never got the Update wizard. Here were my steps:
1. Download EE 2.1.3
2. Remove /systeme/installer
3. Backup original:
/system/expressionengine/config
/system/expressionengine/language
/system/expressionengine/templates
/system/expressionengine/third-party
/themes
4. Replace the original system folder with the new system folder.
After these steps I was able to access my CP immediately.
What did I miss?

I think you may have used the wrong instructions, or followed you own notes perhaps? 😉
Look through the above, but basically.
1. Download new set of files
2. backup everything
3. site offline + clear cache
4. Upload the new files system, themes, index.php (including the installer folder)
Some people upoad to a new location and backup the old system file - see instructions
5. restore config and database config files
6. restore thirdparty bits if you uploaded system to a fresh location in 4
7. permission settings
8. goto /system/ url for your control panel. seeing as the installer folder is there this time and update wizard will run
9. finish - remove installer folder, check everything works, etc…
