I need to create an error 404 page other than the default message which is popping up (Status: 404 Page Not Found)  Not sure where its coming from in the CMS.

Can someone point me in the direction of how to create a custom 404 page in ee 2.1.1?

first you will want to upgrade 2.1.3 is out! you don’t need to, but it is sensible!
second - use the user guide!!!
    http://ellislab.com/expressionengine/user-guide/cp/design/templates/global_template_preferences.html

basically create a custom 404 template and then define it in global template preferences (top right in template manager)
