I’m trying to migrate a 1.6.8 EE site to another server.  and getting the error:

“The username you submitted was not found in the database”

I did a little searching on the forums and saw that it might be a charset issue.

I don’t have access to the original database, but I have the old mysql dump which has a charset in latin1 unfortunately.  I’ve search and replaced latin1 to utf8 and tried reimporting it that way to no avail.

I’m having the same problem as you (as well as other issues).

My database charset is also latin1. I would imagine unless the dumping process changed the databses charset that it should be the same as before? I’ll post here if I find a solution.

Right, I’ve just got mine working.

I downloaded a fresh backup of the database from my old server.

In phpmyadmin on the new host I clicked structure, checked all, and selected drop which cleared out the database.

I then went to import, selected my file to upload and then I changed the charset of the file to latin1 from the dropdown menu which I didn’t do before. Uploaded it and I can now login. Hope this works for you.

Unfortunately I don’t have access to the original database to re-export it.  I only have the original mysql dump which is in Latin1.  What should I do?

Thats fine, mine was also in latin1. Upload that but make sure to change the charset to latin1 on the import page of phpmyadmin.
