I see there is a similar posting nearby, but this is somewhat different.
I am running 1.7.0 Build: 20101018 and when I created a new category group it is not available in the list of categories to associate with a weblog.
Any clues? Thanks!

Are you running any extensions? Try clearing all caches (EE, server, browser), too.
