is it possible to do this?

i’m sorry.. the question was incomplete: add new member and accept the pending BUT not view the ADMIN TAB. This is the step i did

- enter with super admins profile and give to"test1” the permission for access to the control panel
- enter with “test1” and adding three tab in the main screen > “Add new member” and “accept pending member”
- remove the permissions to “test” to enter in the admin page

this is the final configuration

CONTROL PANEL AREA ACCESS:

Can access PUBLISH page   Yes
Can access EDIT page       Yes    
Can access TEMPLATES page   No  
Can access COMMUNICATE page   Yes  
Can access MODULES page   No  
Can access ADMIN page       No      

CONTROL PANEL ADMINISTRATION:

Can administrate weblogs and weblog preferences No  
Can administrate template groups and templates No  
Can administrate members accounts       Yes
Can change the group that a member is assigned to (Unlocked groups only) Yes
Can administrate member profile templates   Yes  
Can delete members           Yes
Can ban users               Yes
Can administrate system utilities       No  
Can administrate general preferences       No  
Can install/remove modules         No

when i try to access in the tab i made before, i receive an error of authorization
