Since having written this post I have managed to solve the cookie-related problems. The domain settings in the main configuration panel needed tweaking. So I have now created a new site and am able to switch between and configure each site correctly - and my login problems are resolved.
I would suggest deleting this post.

I have just installed MSM 1.X using EE 1.6.9.
I am having a series of problems which I have seen documented elsewhere in this forum - but I cannot seem to work out how to resolve them for my case.
Problems:
1. with MSM enabled I cannot login to the control panel, not using different browsers and despite my having allowed multiple access on the same account.
2. having disabled and then enabled MSM, in order to get into the cpanel, and having created a new site I am unable to access this new site via the cp. Everytime I try and switch sites I always end up in the default site.
From what I have read elsewhere this appears to be a cookie problem. What I haven’t understood is how to fix it.
I have set the correct cookie domain in my default site’s admin settings, as well as a specific cookie prefix.
I haven’t been able to do this for my new site as I can’t access its settings. As I said, everytime I switch sites I always end up in the default site.
I have made sure that the path files for both sites contain the correct site_short_name.
I have been through the MSM Troubleshooting entry in the Wiki, and I have also been through this entry which relates very similar problems but where the solution is not described in any detail.
I really don’t know what else to do and would appreciate any help. I’m quite happy to provide admin access if necessary.
As a footnote. After having created the new site, duplicating everything, the main site misbehaves - as far as I can tell it’s a CSS problem, which is strange because I always use external CSS files and full (ie not relative) URLs.
