I’ve read that when purchasing EE 2 that 1.6 comes with it as an option? Is this correct?

Yes, you get access to the 1.6.9 code as well and may use one or the other for your project.

Just to clarify - Freelancer does not include EE 1; only non-commercial and commercial licenses include EE 1.
