I’d like to create a custom tab in expression engine. The tab doesn’t need to be connected to expression engine in any way except protected by logging in.

I need to build a custom CMS function that needs protection by login.  I’d like it to be accessible to the client without an extra login or url. Something they can access quick and easy like any other EE/CMS task.

Am I looking into the realm of building a custom plugin?

It depends on what you want the tab to do. Without knowing more about what you want to accomplish, it’s hard to formulate an answer.
