I’ve read through a few posts in these forums now and haven’t come up with anything, so I figured I’d make a new thread.
What I’m trying to do is build a site with a static section that goes something like this (adapted from this thread):

—-Washington Looking Ahead
Our Programs
—-Independent Living
———The Jackson Building
———The Smith Building
—-Long Term Care
—-Assisted Living
Educational Links
Give to the Washington Foundation
Using channels it’s quite easy to create two tiers of static content. That is, it’s easy to do “Our programs” and then “Independant Living” but I can’t figure out how to easily add the “The Jackson Building” section in there as well.
Any tips on how best to go about this?

P.S I’ve looked at Structure, but this is going to be a very large multi-site project and it won’t be feasible. I also like the idea of using channels, as the user can click “Publish > Program” and add a program, rather than adding a generic page.
