I have copied over the imagesizer plugin to the plugins folder and it is not displaying in the CP for me to install. Has the installation process changes in ee 2.0 ?
Note: the default plugins are showing.

I stumbled on this one recently, like modules and extensions, plugins too need live inside the system>expressionenegine>third_party folder
I use that plugin and it works if you place it YourSystemFolder>expressionenegine/third_party/imgsizer

So, just to be clear, it has to go in both the plug-ins folder and the third-party folder? It seems to work if its only in the third-party folder.
Is this how to handle all third-party plug-ins, extensions and modules - put them in the third-party folder?

Yes, all plugins must reside within the system/expressionengine/third_party folder inside a folder named as per the plugin itself.
.../system/expressionengine/third_party/example/pi.example.php
