Title says it all, just noticed in the T&Cs; I was agreeing to that the licence is valid for “one installation only”. Does that include installation on a local dev server?

If you are referring to something like XAMPP, then yes, you can ‘install’ on both with the single installation key.

I’m guessing this means only one public facing/client installation per licence. At least I hope so, because I normally have three installations per site:
1) Local
2) Dev Server
3) Live Server

As Ben said, we read the license to mean one public installation. A staging or development setup for non-productive use is fine.

Does anyone of you know the best approach for getting a production version of a website running on a local machine with XAMPP for development/testing purposes??
