Possibly 2 bugs. When creating a new custom field, when I create it as required, I’m unable to go into the layout and drag it over. If I recreate the field but don’t make it required, then drag it, all is well. Is this just me?
Please note, I patched a possibly related bug with tabs that may be related?

Are you on the latest hot-fixed build? Any extensions?

Latest Build, Manually applied last hotfix just now to try that (manager.js), disabled extensions.

I am finding it very hard to replicate this.
Did you upgrade from a previous version or was this a fresh install?
If an upgrade can you remove your layout and try setting it up again ans see if issue persists
When you upgraded did you also upgrade your theme files?
