Who should I talk to if I have suggestions for the User Guide?

Depending on the issue I would either suggest a Feature Request or a Bug Report.

    Hi John,

The User Guide is a person’s first contact with Expression Engine.  It should embody the knowledge of the community and company.  The answers need to be there and to be easy to find.  I normally only use forums when I am pushing the limits of the software.

    Thank you.

I hope that answers your question? As John Henry suggested you can always email Sales, too.
