I use the exp:channel:month_links tag-pair, but can’t seem to find a way to force the month-name into a language (Dutch in my case). I’m logged into Admin with a user that has “Dutch” as localization everywhere,, but most of all I don’t want it to be adjusted to the visitor’s language or anything, i just want it in Dutch…

You can use the settings of a “master” user for the entire site by default, including all non-logged in users (or, of course, you could selectively modify the English language pack). Log in as this user and select the appropriate option in his preferences.
