Sanitizing URLs

I use ExpressionEngine 1.x, but I think this applies to EE in general.

I have a field for URLs, but I struggle to find a way to sanitize them so ampersands are converted. I tried using the Smartdown extension, but the URLs aren’t converted for some reason—even though they are when used in my body field.

What are your experiences and advice with sanitizing you URLs?
