Ok, this seems like it should be a self answering question; or, at least a question that only you can answer.
Unless we know more about how your site is organized and what the scope and objective of a template group is, there is no way to answer the question.
The simple answer is: Build a navigation menu subi-template for the template group and put it in that template group.

jerry_s, EE doesn’t come with the ability to generate navigation. But see this thread for information about about our newest product MojoMotor which does.
