This question may be related to a resolved thread.
I’m having the same issue but my site is all visible and I’m not logged in. Using Live Headers in Firefox I get a 200 for this even though EE is set to show the 404:

Please take a look at the strict URLs feature, it should help you achieving what you’re looking for.

To add to that - since this is segment 1 it should be working without Strict URLs. Which method of removing index.php are you using? Can you paste your .htaccess file here please?
