I need to transfer our expression engine licenses to my client. I’ve had them set up an EE account do not know how to transfer the license.

Andrew, I’ve emailed you I believe.
For others finding this, it’s a matter of emailing sales the license number(s) to transfer and your client’s ExpressionEngine.com username. That is all the information we need to do the transfer.

I’m curious - is this a recommended action at any given point in a project? If a client wouldn’t necessarily be using an ExpressionEngine.com account and/or supporting their own site, do you need to transfer the license?

Transferring the license makes the client the legal owner, able to renew, download the software, and receive technical support. It is a good idea to transfer to the client when you hand over the project in case they need to update in the future without your help. =)
Others retain the licenses (and the clients) forever, so ultimately it depends on your business. But seeing a client that knows they own a license, but they haven’t had it transferred in our system and are thus “stranded” is never pleasant for us or the client.
