Let me explain better. I’ve been to the page you’ve linked, however, it doesn’t jive with this page where it states additional sites can be purchased for $49.95.
I have a MSM site setup with 3 sites and I need to add a fourth site to it. Can I do so for $49.95?

I think I see what’s going on - are you attempting to Add Additional Sites to your MSM 1 license?

Yes, that’s correct. I need to add an additional license to the 1.x version of msm.

Greetings,
Ok, to get the Additional Sites you’ll first need to upgrade your MSM for free to the EE 2 compatible version. You can do that in our store.
After that you would follow the User Guide’s instructions for purchasing additional sites - but when you download the files, download the EE 1 compatible files and follow these instructions.
