disabling Channel Manager still enables users to access Field Manager

Version: 4.3.1 Reporter: harthouse

This is a brand new ee 4.3.1 install. I tried to set up an Admin member group and they should not be allowed to access Channel and Field Manager; I did it by disabling it in the member manager. However, when I log in as an Admin, on the CP home page, I can still access the Field manager by clicking “Fields” Not sure if this is a bug or not. Image: CP Home
