When a custom member theme is added to themes/user/member/[custom_theme_name], it does not show up in the Template Manager section under the System Templates. Only a default member theme shows up.

Steps to recreate:
(1) Follow EE 4 documentation as shown in https://docs.expressionengine.com/latest/member/index.html and https://docs.expressionengine.com/latest/cp/design/members/index.html to copy Member profile templates from themes/ee/member/default to themes/user/member/[custom_theme_name]
(2) Verify that the custom theme shows up in the Member Settings area for custom theme selection, but cannot be accessed from the Template Manager
