I tried almost every setting. No success. So I think it must be a bug: When adding a new member group and giving it permission to UTILITIES -> COMMUNICATE the Communicate-Tool can be opened for that member group but the “Add member group(s)”-section is not there. Also when trying to visit the COMMUNICATE-SENT-Page it throws an error: “You are not allowed to view the email cache.”
