In the individual forum settings, the ‘enable/disable’ checkboxes for ‘Topic notifications’ and ’ Reply notification’ don’t stick, but they also don’t appear to be used. If you have emails in the notify lists, that’s all it’s checking for.
Also double check settings for: forum_notify_moderators_replies, forum_notify_moderators_topics.
