It appears that the 3.x documentation is still referencing old EE2 paths in many places. For instance, the Moving ExpressionEngine to Another Server section (https://docs.expressionengine.com/latest/operations/moving.html) uses the system/expressionengine/config/config.php path and still makes reference to the old system/expressionengine/config/database.php file, including giving instructions to update the contents of that file.
In the sample code for config.php override of various database settings, the old tmpl_file_basepath config option is shown; however, this option is not listed as a valid config override in the current System Configuration Overrides Documentation (https://docs.expressionengine.com/latest/general/system_configuration_overrides.html).
The System Configuration Overrides page is another example of documentation that still says the main config.php file is located in system/expressionengine/config/.
These documentation errors should be updated to reflect the new file locations and all steps listed in Moving ExpressionEngine to Another Server need to be checked for accuracy.
ExpressionEngine implements Markdown Extra and BBCode. Please see the Markdown Extra docs and the BBCode Wikipedia article for a full reference.
