If Board 1 is disabled, exp:forum:topic_titles will not display threads from any other boards to non-Superadmins due to _load_preferences() being called very early in the constructor and defaulting to Board 1.
The topic_titles function needs to check for itself that all boards specified in its boards= parameter are enabled, and that all forums specified in the forums= parameter allow the current user group to view those.
This also affects the latest Forum for 1.x.
