On this page in the docs, http://expressionengine.com/public_beta/docs/cp/sites/code.html, I found this warning:
Note: Specifying multiple Sites does not work with the {embed=""} tag.
I decided to try it just in case the documentation was wrong and got lucky. I have been able to pass site definitions through to several embedded templates. Thanks for making this possible.
