If I create a new Member group and not base it on SuperAdmin. Then change the Member Group Preferences to allow access to the control panel.
I then register a New member and assign them to this new group.
When I try and login I get this error
Fatal error: Cannot unset string offsets in ..\system\expressionengine\libraries\Menu.php on line 481
I did some testing and it seems to cure the error by changing Can administrate template groups and templates under Control Panel Administration to Yes in your Member Group preferences
