I think it is not as clear as http://expressionengine.com/public_beta/docs/general/system_above_webroot.html
Indeed, the two parts of the first link are named ‘Copy index.php’ and ‘Edit index.php’. Nevertheless, these files are not the same: the index.php file to edit is the copy of the system/index.php. Why not to call it ‘Edit admin.php’, just as it is done in the second (and clearer) link ?
I think that the “Uncomment (remove the forward slashes from in front of) the “MASKED CP ACCESS†variable: †is forgotten in the first link as well.
