Design -> Template Manager -> Synchronize Preferences
On the page there is a Global Template Variables link which results in a 404:
...system/index.php?S=9a6910189c97119e995a36f90484fcdc96621b49&D=cp&C=admin_content&M=global_template_preferences
Preferences are accessible via other routs just fine.
