Is it possible to set up a group where the users can only post comments in one weblog? I see that there is posting restriction per weblog, but nothing about comments there.

you could do an if statement to show or not show the comments module, so something like this might work:

{if member_group =="one_posters"} 
{exp:comment:form}
WHATEVER YOU NEED TO IN HERE
{/exp:comment:form}
{/if}

If you need to you could do the inverse as well (!=“one_posters”) depending on how you have everything set up. You get get fancier and do some ifelse stuff too if you want.
