Is there a way to set it up so users can comment on a comment? I know that’s bordering on Forum functionality, but I’m wondering if it’s possible to have that multi-level hierarchy of comments using the comment module? Thanks so much!

You may want to keep your eyes peeled for Weever, by Mr. Wilson. Seems to be what your looking for, though not available just yet. There’s a link to a demo with it running in this thread, though: Nested Comments: Coming Soon to an EE Near You?.
