Was wondering… are ExpressionEngine’s migrations only available with Coilpack installed? Are migrations add-on specific, or can I make site/proejct wide migrations?

Good question. Nope, you do NOT need coilpack installed to use them. You can use them natively – there are add-on specific ones as well.
This video is a bit dated, but should still be accurate.
The first example in that video is actually a site / project wide migration, while the second is add-on specific.
