Cannot find Channel Layouts?

Fresh Install. Logged in as Super Admin. Unable to find Channel Layouts.
Developer (check) Channel (check)
Layouts? Do I need to turn something on first? Perhaps I am blind?
(Note, I know where to find layouts under the templates section, but I need to edit the entry forms. Thanks!)

In that second screenshot, it’s the button all the way over to the left, next to the cloud.
