RTE lists unformatting themselves when editing channel entries

I have a couple of RTE fields in to which I have created undefined lists.
When I open an entry to edit it the lists inside the RTE fields initially appear correctly, but then when the page finishes loading with all the formatting buttons the lists get converted to paragraphs. I also have a wygwam field in the same field set, not sure if that should effect it.
