I know it’s almost very counter intuitive to creating a community for people from the same website but in my case it’s a requirement from my client.

Thanks for posting your question and welcome to ExpressionEngine and the forums!
You can disable Private Messages on a Member Group level, but it is an all-or-nothing setting.
Visit Members-> Member Groups: Edit Group and find the Private Messaging Privileges heading.
