If you can’t get to the control panel, there are other issues going on.
Is the client’s site using the most recent version of EE?
You can find that out at the bottom of any control panel page.
The current version of the 1.6.x branch is 1.6.9 and the build is 20100430.

ExpressionEngine v 1.6.7
Build: 20090515
Their website works 100% perfectly. I am betting I haven’t changed the right settings somewhere.
What files would I need to edit to change the site from their settings to my settings?

As Sue said, upgrading to the latest version (1.6.9) would be the way to go. If upgrading the source site is not an option, install the latest version locally, import the database and run the update locally.
As to moving sites, be sure to check out these articles as well.
That said, without a link to the site we’re really working in the blind here.
