Answer:

This is a multi-step process.

Go to publish, write your weblog entry - click the forum tab and enter the forum entry. Set comments to “off” (if you do this all the time, make that the default in weblog prefs)

Publish.

To have the link to the forum show up, you need to make use of the {if forum_topic} conditional.
