This problem could be caused by the following:
It may be due to the “version check” feature. Every time you log into the CP it will look to see if there is a newer version of EE available. It should be quite fast under normal circumstances, since it’s simply reading this text file. The feature uses a socket connection to read the file. Depending on a number of factors, like a firewall, sockets can be a little slow. You can turn off this feature in your General Preferences.
