This message appears when someone tries to submit a comment identical to an already-existing one. It’s one of ExpressionEngine’s many anti-spam features.

If you wish to turn this feature off, you may do so by setting the “Deny Duplicate Data?” preference to NO under Admin > Security and Session Preferences.
