Check to make sure that your config.php (and config_bak.php) file has the correct (666) permissions so that it is writable.  Windows-based servers don’t use UNIX-style permissions (i.e. “666"), but you can still set writable permissions for files and directories.  If you don’t know how you can contact your Host or server admin.
