First off, of course, you need to ensure that you actually have content in your CSS Template.  Once you have that confirmed:

1. Open your Control Panel and go to Templates

2. Expand the Template Group that contains your stylesheetTemplates

3. Click the “Preferences” link for the Template Group

4. Ensure that you have “CSS Stylesheet” selected for the Template Type for your stylesheet Templates
