This site explains a method for generating an export of your Blogger entries in the Movable Type Import format.  Once you have that exported text file, you can simply import it into ExpressionEngine with the standard Admin > Movable Type Import Utility feature.

Obviously, you can skip the first step from the link above since you don’t need to install Movable Type.  You will basically only need to follow steps 2 through 21.
