They are totally different things: a permalink is link to an article, or a page, that doesn’t change over time. A trackback is basically a link left at another site, pointing back to an article of yours.

I would also add that tracbacks have been pretty much eliminated with the vast majority of sites. They were so abused with spam scripts most people took them off, and I wouldn’t recomment using them either.

One note, the permalink STORY doesnt change, but most times the comments can still be added, so it’s not always 100% static

The important bit is that the URL doesn’t change. That’s what Ingmar meant, I suppose.
