I think the “Tracker” cookies sounds a little too creepy.  Its intent is obvious.  I mean, why didn’t you just call it “stalker” instead?  Or maybe dirty_old_man_cookie?  Or perhaps peeping_tom?  Peepshow?  Pervert?  Something else that starts with a P?

A more friendly name might be the_care_bear_stare, puppy_eyes or simply world_peace.

Edit:  Yes, I have “lost it.”  Thanks for being a witness.  For the record, the tracker cookie is very helpful and I thought of this while creating a module that uses it.
