Unable to connect, database info exists, replace system files?

I am running EE on my site and everything was fine up until a few days ago when my host, ipowerweb, did something funny and made a copy of my db and left the original empty.  I’ve since replaced the info and am still unable to connect.  I contacted my host and asked them to look into it and they said that everything was okay from their end.  I’m wondering if I should replace the system files with the latest version, but am worried that doing so will wipe out my existing database, templates, etc.  Little help?

Okay, so now I created a new database, imported all the information from the old database, and get the following:

Database Error: Unable to connect to your database. Your database appears to be turned off or the database connection settings in your config file are not correct. Please contact your hosting provider if the problem persists.

wtf, this is so frustrating

Did you put the hostname/username/password/database name of the new database are in your config.php file?

Yup!  I cross checked all that stuff.  I’ve been speaking to my host as well.  It seems like the problem might be on their end.  I created a very simple php file that establishes a connection to the db and it is failing as well, which would indicate that either my info is wrong (which it’s not) or that they are having some issues because they are shi**y hosts. 

I did update the core to the latest version of EE and I’ve exported the DB information that existed to an SQL file.  Hopefully, when the DB is accessible, I’ll be able to reimport the sql data into a new db and have my site back.  In regards to the DB info, does it matter if the database name is different?  It shouldn’t if I am just importing the table data, right?

As long as you have the correct DB name in your config.php file, and your host gets their MySQL issues worked out, it should connect.
